Where Ku-ring-gai Local Planning Panel (KLPP) meetings are public they will be live streamed so you can watch and listen online. If you are an owner, applicant, architect, legal representative or submitter to the development application you may register to speak. Details on registering are below:

When and where
Public KLPP meetings are held via video conferencing technology generally on the third Monday of each month at 12.30pm. Interested parties will be notified before the meeting.

Publishing of Business Paper
The Business Paper will be published on Council's website 7 days prior to the KLPP Meeting.
The publishing of the assessment report on Council's website is not an opportunity for written submissions on the content of the assessment report. Any such submissions will not be considered.
Register to address the KLPP
If you have made a submission to Ku-ring-gai Council during the development application notification process, your submission will be considered by the assessing officer and provided to the KLPP to be considered by the Panel before the application is determined. Once you have been advised of an application going before the KLPP, the assessment report is completed and no further written submissions will be considered. An opportunity to make a verbal submission to the Panel in a public meeting is available for registered speakers. However, if you elect not to speak at the public meeting your original submission will still be considered by the Panel.
Members of the public wishing to address the Panel regarding an agenda item must have already lodged a written submission on the Development Application (DA) if they wish to address the KLPP.
To address the KLPP at a public meeting please register on Council’s website by 3pm on the Wednesday before the meeting.
Each registered speaker will be allocated 3 minutes to address the KLPP.
Please note the Panel is required to make an audio record of the public meeting and make the recording publicly available on Ku-ring-gai Council's website. You should be aware that this may include your personal information if you are addressing the Panel.

KLPP areas of responsibilities
The Minister for Planning has set out the types of development applications to be determined by the KLPP:
- Development applications for which the applicant or owner is Council, a Councillor, a member of the Councillor's family, Council staff, or a state or federal member of parliament.
- Development applications that receive 10 or more objections from different households.
- Development applications accompanied by a voluntary planning agreement.
- Development applications seeking to depart by more than 10% from a development standard.
- Applications for sensitive development.
- Residential flat buildings assessed under SEPP 65.
- Demolition of heritage items.
- New licensed premises of public entertainment.
- Sex industry premises.
- Designated development.
- Development applications subject to a voluntary planning agreement.
All other development applications will be determined by council staff, or by the Sydney North Planning Panel.

Town planner with 30 years of experience as a full time planning in both Local Government and private sector.
Sandra Robinson, Expert Panel Member
Town planning consultant, panel member Waverley, Woollahra and North Sydney Local Planning Panels.
Jacqueline Townsend, Expert Panel Member (Alternate)
Solicitor and former Mayor of Pittwater Council.
Michael Leavey, Expert Panel Member (Alternate)
Town planner with over 30 years of experience in the local, state and private sectors.
Lindsay Fletcher, Expert Panel Member (Alternate)
Holds a Masters degree in Environmental Planning with extensive experience in town planning, development assessment and public sector management.
Gregory Flynn, Expert Panel Member (Alternate)
Former Manager / Urban / Transport Planner with 25 years of experience at management level.
Shivesh Singh - Expert Panel Member (Alternate)
Registered town planning consultant with over 25 years of experience in local, state and private sector.

Urban Planner/Project Manager with over 25 years experience in Local and State Government and the private sector.

Self-employed planning consultant with extensive experience in state and local government management and development assessment.

Urban planner and landscape architect with more than 35 years of experience in planning, landscape architecture and urban design.

Town Planner and Ecologist with 30 years of experience, specialising in social planning and sustainability.

Town planner and urban designer.

Holds an OAM and was former Mayor and Councillor at Ku-ring-gai Council for 26 years.

Town Planner with over 30 years of experience with the majority of his career in development assessment.
Anyone speaking at a Local Planning Panel meeting is advised that their voice and personal information (including name and address) will be recorded as part of the meeting and made publicly available on Council’s website via live stream and on-demand access (except any part of the meeting that is held in closed session). Accordingly, you must ensure your address to the Panel is respectful and you use appropriate language and refrain from making defamatory statements or discriminatory comments.
Ku-ring-gai Council does not accept any liability for statements, comments or actions taken by individuals during a meeting of Ku-ring-gai Local Planning Panel. People connecting to this meeting by conferencing technology are reminded that under the Local Government Act 1993, the recording of meetings by a member of the public using any electronic recording device, including a mobile phone or video camera, is not permitted. Any person found recording without the permission of Council may be expelled from the meeting.

From 1 March 2018 the Minister for Planning made it mandatory for Local Planning Panels to operate in the Greater Sydney Region. In Ku-ring-gai the Panel will be referred to as the Ku-ring-gai Local Planning Panel (KLPP).
Councillors will no longer be able to determine development applications. Development applications will be determined by either the KLPP, council staff or the relevant regional planning panel (Sydney North Planning Panel).
