Council invites comments from the community on the Planning Proposal and Site-Specific DCP for 1364-1396 Pacific Highway and 1, 1a, 3 and 3a Kissing Point Road, Turramurra.

The objective of the Planning Proposal is to facilitate the redevelopment of the site for a mixed-use development including commercial, retail, community and shop-top housing.

The Planning Proposal seeks to make the following amendments to the Ku-ring-gai Local Environmental Plan 2015:

  • Increasing height of buildings from 17.5m (5 storeys) to a spilt height of 28.5m and 34.5m (7-9 storeys).
  • Increasing the floor space ratio from 2:1 to 3:1.
  • Include a minimum non-residential (commercial/retail/community) floor space ratio of 0.85:1.
  • Reclassify the Council owned car park site from community to operational land.

A Site-Specific DCP has been prepared to support the amendments sought by the Planning Proposal and provide greater assurance of development outcomes on the site. The Site-Specific DCP includes objectives and controls relating to:

  • future character;
  • public domain;
  • pedestrian and vehicle access;
  • building setbacks and built form.

The Planning Proposal and Site-Specific DCP will be on public exhibition from 4 July 2025 to 1 August 2025.

The Department of Planning, Housing and Infrastructure has not authorised Council as the local plan-making authority as Council owns part of the site, which is to be reclassified.

Note: A public hearing will be held regarding the reclassification of Council owned car park sites, 1a, 3 and 3a Kissing Point Road, Turramurra, in accordance with the requirements of s3.34 of Environmental Planning and Assessment Act 1979 and s.29 of the Local Government Act 1993. Further details of the public hearing will be provided after the close of this exhibition period.
