Delivery Program and Operational Plan

The Delivery Program is a four-year program that defines the outcomes that will be achieved during Council’s term to progress the strategies of the Community Strategic Plan. This includes statements of term achievements and an indicative capital works program.

Reports on progress of the Delivery Program, including achievements and challenges, are presented bi-annually to Council and the community and through the Annual Report.

Background

Council’s Delivery Program 2025-2029 and Operational Plan 2025-2026 was adopted on 17 June 2025.

On 16 December 2025, Council gave approval for an application to be made to Independent Pricing and Regulatory Tribunal (IPART) for a Special Rate Variation (SRV) of 24.6% to begin from 1 July 2026 which, when combined with the confirmed 4.4% rate peg, will result in a 29% rate revenue increase in 2026/27, with rates to increase in line with the rate peg in future years.
